If one knows all quantities for each possible position in advance then one knows, over time, how these numbers occur. There will be slight variations in the short term unless cheating is going on. W

Do the Canandian, and Lotteries elsewhere require Public Certified Accountants to audit the procedings? In the U.S. they do. Lotto industries have to be honest as they can be "caught mathematically" in many cases. Perhaps not at first, but eventually they will be found out.
One way you may check this mathematically is to check the outcome of all numbers by %. If there are some big swings of % within each number drawn by position, (lowest to highest) compared to all possible quantites by position (%). ---some dishonestly may be happening. But, one time or a few won't tell the tale. It has to be a consistent distortion. W
