Interesting. CA's Pick 3 game is pari-mutuel, of course, therefore the payout on 777, any other triple, or the more popular selections such as 911 will be less than 50%. But the less popular selections will generally pay better than 50%.
Another thing - the payout totals $117,845. If you figure that the payout percentage is 50% then the amount wagered on Pick 3 was $235,690. Sounds a little low for a state with a population of over 36,000,000.

yup...well keep in mind this was for 777 which is probably the mother of trendy picks...had the triple been say 444, I expect that not nearly as many people would have been ridin it.
still, as a general rule, I don't think I'll ever attempt to shoot for triples...especially since they already hit, don't expect them for 9 months ot a year or whatever. however, if my system shows that one or two triples are lined up as possible hits, I might add them to my picks for a few goes just for the heck of it.
