The report endorsed raising ''discretionary'' taxes on alcohol, tobacco and luxury items like boats and ''large cars,'' taxing large lottery and gambling windfalls and increasing the cost of hunting and fishing licences and vanity licence plates.
The $17 billion of gambling revenue that the Ontario Lottery and Gaming Corporation have collected for the Province of Ontario is obviously a tax. Anti-gambling critics even describe lotteries as a tax on the math-illiterate or "stupidity tax." It would be stupid for the government to double-tax lottery winners who already paid the tax by buying a ticket.
