Ontario ombud probing lottery winnings scandal

Ontario's government watchdog is launching an investigation into allegations lottery-ticket retailers have won too many large prizes over the last seven years.

Ombudsman Andre Marin says he wants to know exactly how the Ontario Lottery and Gaming Corporation responds to complaints of theft or fraud involving winning tickets.

"My office offers a completely independent investigative avenue reporting to the legislative assembly. We have that ability, we have that capacity. I think the public has an appetite for that kind of review," he said at a press conference Thursday afternoon.

Marin said he was surprised to hear allegations against an organization that "trumpets its system, its principles and integrity, and its monitoring of the subject of these kinds of allegations."

But Marin said the probe was needed to "clear the air."

The Liberal government said Wednesday the corporation would launch its own investigation into the allegations.

Prizes of $50,000 or more have been won 200 times by people selling lottery tickets since 1999, according to a news report.

It is a figure that at least one statistician with the University of Toronto says beats enormous odds.

Dr. Jeffrey Rosenthal said the odds of retailers winning that many times is a staggering one in a trillion, trillion, trillion, trillion.

The lottery corporation disputes the allegation that a disproportionate number of ticket retailers are winning big prizes.

Officials with the lottery company say the OLG has "extremely tight" security procedures and every major lottery win is investigated.

Marin expects the organization to be fully co-operative.

"Maybe our conclusion at the end will be that this is an organization that needs no further corrective measures, or maybe not. This is the beginning of the investigation," he said.

Marin expects to release his findings within 90 days.

interesting. however, how many tickets are the retailers making? liquor stores make a huge profit selling overpriced goods to people.

what if the retailers are playin $100-$200 in picks per day or whatver?

one of my friend's brothers used to be a beer merchandiser...and he'd say that it is amazing how much profit a little ma & pa liquor store can make. An example was $25k per month, just on sales of the budget beers hah! sooo obviously such a retailer would have plenty of money to burn on the lottery...and therefore they wouldn't be a typical lottery player who plays one pick or a full pick ticket.

Not that. They are robbing winning tickets from customers.

They just say that you don't win and keep the ticket for themself and they put another ticket in the lottery machine and voila and they do other things to cheat the customers.


It happend to me, but how many times I don't know in the past. and it happend again.

And can you tell me if its possible 200 retailers who won prize more then $50,000.00 and average $500,000.00 and more its impossible in 7 years.

You have 1 chance in 1 zillion, zillion of zillion.

They said that they, can only be about 57 retaillers that won that much not more then 200.

Please explain it to me why do you think they don't rob peoples ticket yes they do but not all the clercks do.

They do because it happend to me they don't give back the ticket they have to give it back it dosen't mathers if the tickets is not a winner.

But now I check my tickets before going to the lottery retailer. but not all the time, I don't no why.

I work at a dominion, and I use the machine and check for ppl, but I also play liek crazy lol..

Our machine is clearly visable from all sides of the counter, unless of you stand behind it lol....any customer would be able to see if we did it. I know some places have the machines sort of hidden and with lots of clutter around and it'd be easy to do this type of Bullshi*.

When we signed our machine on today, (well all retailers) there's a little message daily and today it said, "if you have any customers requesting information about the recent news documentary, please give them a copy of this message and ask them to call this number *********) i dont remember the number lol :D

I always check my numbers against two different websites before I take it to the store to be verified. I've found that the OLGC site on a few occasions hasn't been 100% reliable, ditto with the numbers published in the newspaper at times. :cool:

ah! I seee...yeah, most people are accustomed to losing the lottery...and I've seen people just hand over a number of tickets to have the clerk run through the machine to scan for a winner.

what they should at least do is have a display the the customer can clearly see, much like in the big modernn grocery stores...have visual & audio alert when a winner is scanned.

I think people are way too hard on each other

They seem to have the same problem in BC, what you have to do is sign the ticket. I was just on this horrible forum, post lottery or something, one of the posters asked a question about Saliu's tools so I answered I kept getting lagged out, and i landed up with 7 entries, and then locked the thread, it might have been because they are selling tools and saliu actually gives his tools away. But it was the first time I ever won, 469, I know it was only 3 numbers, but I kept discarded the winning numbers thinking they were too frequent, I can see how some people can consistently win, some numbers do come up more more than others. Maybe they are winning honestly who knows. I kept discarding winning numbers 4 out 5 times. Now there are so many number generators, and if a person has a mathematics background, maybe they can win. I think people are way too hard on each other. I bought a ticked on my credit card yesterday and they almost accused me of credit card fraud, it was a new clerk, it is silly how people over react, then others over react to their reaction. I think the answer is too check the ticket first then sign it. that is what I did.

Most people who are in a line work are into the product, they are sort of an expert. People who are hairdressers usually know how how to make their hair nice, doctors take care of their bodies, lawyers may have pre-neptual aggreements. Also the number can't repeat in the same draw, so even though technically there is 1 in a 13 million approx chance of winning, there are some people who appear to be able to see a pattern on top of chaos, or their computer can. Then there is the gravity and shape issue of the machine, there is a theory about that too, and software written to take advantage of that. And then they have access to the machine all day, so they probably just play more often, or begin to memorize the winning numbers. The retailers shouldnt have to prove they are innocent. Maybe you can crack the lottery. And why cant people share 4 million, or what ever. I would be fine winning 100,000. I was even happy winning $10.00. I can't believe how quickly I was treated as a spammer at that other site, it wasn't like I was selling anything. The way I got treated yesterday over a $2.00 ticket, a person like Saliu who writes those tools for free and gives them a way is like a breath of fresh air, and using them for me helped me I beleive win those 3 numbers. Maybe it is just making a system for yourself, so you use probability in a sensible way gives an advantage. Imagine if there was a system in the lottery, and you could predict. Would they be honest, or would they discredit the person?

Hiya exploora, glad to see ya here!

I agree, I have known many cashiers who are very fond of playin the lottery games they sell...they get a feel for how other people play, and know people who cash winning tickets periodically, so I'm sure they have some insight, or even get tips from the regulars.

Yup, there is no shortage of scammy scummy lottery forums around...with arrogant close-minded people.
