is there a program that can take all of the past pick 3 numbers and tell me which patterns happen the most often? example- 654 was drawn. 765 was drawn within 20 draws of 654. the pattern is +1 +1 +1. is there a program that can analyse the past draws and tell me that +2 -4 +6 is the most occurring pattern within 20 draws?

It has hundreds of patterns and statistics.

use simple spreadsheet to output offset data:
-5 0 8
1 -3 -4
-1 4 4
8 -3 -7
-2 2 4

perhaps probability could rule out certain offsets...in this case 4 on the 3rd digit...last draw was a 0...so maybe I can rule out +4=4 & -4=6?

in my playfield is a probable 4 I can likely ditch for this next draw.

3rd digit was an 8, so offset probability theory can possibly work.
