If your able to pick the first number

one idea I has was "if" a person could pick the first number, he could wheel it using the number as a key number. So.... how to pick the first number???

... start by plotting a full histogram of the numbers. Compare it to a more recent "subset" histogram. Chose from among the numbers that appear in the uppermost frequencies of both sets. Stick with that number as long as the short term and long term "moving averages" remain in positive territory.
