Use of lexographical value
I am not too sure about what you really need but the lexographical value of a draw may fit your needs.
The lexographical value is a sequential number for each combination. For a 6/49 lottery, the combination 1-2-3-4-5-6 has a value of 1, the combination 1-2-3-4-5-7 has a value of 2 and so on until the combination 44-45-46-47-48-49 gets a value of 13,983,816.
If you search for "lexographical" here, you will find an Excel formula to calculate the lexographical value for a given combination (if not found, I can always post it here). You can also generate all those values in a simple macro in Excel.
As far as actual data on Canadian Lotto 6/49, after 2517 draws, here is the distribution through brackets of 500,000:

There is no unique bracket significantly higher than others but combinations in the bracket 12,000,001 to 12,500,000 have not come out too often (as well as a few others). If you need more information, let me know.
