Why you would want to use Full Wheels with their excessive repeats of the paying subsets beats me as I rank them just above repeating the same numbers for the set you play. See

The reason I play full wheels are you are guaranteed a winning ticket if you pick five or six numbers.
Wheels are a guarantee you will not win a major prize. You might have more numbers but no guarantees, only a 3 or 4 number hit.
Wheeling numbers is like buying a car without a motor and expecting to drive it away.
I have hit 5 numbers with a system 7 in powerball and every combination was a winner for about $1000 on top of the 2nd division prize.
A wheeling system would have guaranteed me one 4 wheel prize maybe a few 3s and lucky to break even on the bet.
If you want to win small prizes Go wheeling.
If you want to the big money the only way is with full wheels.

Download "Lottery Statistic Anaylser" It has a small exe file included that will not expire when the demo runs out. Just do a search for the combinations.exe after instal.
It does from pick 2 to 8 out of 100 numbers and very fast, It pumps out 6/45 in two minutes, 6/49 in just under 6 minutes.

I must agree with Colin, why do you want the full wheel, unless your money supply is very healthy, I'm under correction here perhaps Colin can bail me out, there are about 30% of lines in a full wheel that does not even contain 1 (one) correct number. Rather look in your combinations for 3 or more numbers of the last draw in the same line and remove them.
I'm sorry to say but "Lottery Statistic Anaylser" is not worth the time downloading it, let alone the 10 pounds you have to pay for the license.
All their stuff can be done in Excel

Excel takes an hour or more to generate 6/49 on my computer and I have a very fast machine. combinations.exe does it in 6 minutes

Covermaster hits 5 at most
Full wheels gain multiple hits in all.

If you particularly want to use less than the full pool for your Lotto game for whatever reason or lack of it then you can't do better than the C(12,6,3,3,2)=22 Cover.
Each paying CombThree is repeated twice so if you do get three integers correct you get the payout for two threes as a minimum. The CombFours, CombFives and CombSixes are unique.
I have tested this Cover and while you won't get a win as often as using the full pool with no threes repeated and coverage at next best play you are not disadvantaged in the medium term.
My suggestion would be to randomize from the full pool using the following template ie you are not restricted to the first 12 integers in numerical order.

CMF, cool pick3 sets...the thing I like about the game, is that pseudo-roulette type bets can be placed with such sets.
I do not play pick3 much lately, greedy state pari-mutuel payouts can sometimes be a turn off...when the prize works out to be less than 50% of the odds beat...makes it difficult to keep ahead of the game.
