With 3if4 in 17 nrs CoverMaster gets 21 lines, so your wheel is one better .
I try to stay close to my budget, no more than $15. So that's a ~10buck wheel and maybe up to a fiver on a smaller wheel (sometimes QPs )
In CN49 I usually use a 5if6=10 lines with a 92% cover. On the lower end it gets 1x 3if3 minimum.
In BC49 I can go with more lines for the same cost, like 5if6=22 lines with 88% cover, but I usually only play one or the other lotto.
Both are open (OW) wheels.
Recently I switched to playing 10 nrs, used to play 12 for a while, guess I'm in the process of rethinking the way I wheel.
