Read carefully what Beaker said above Lottomagic. Beaker didn't say the recruiter shouldn't get paid for getting recruits because that is his job. But if the recruits all became recruiters and not sailors and cooks and gunnery sargents etc and they got $$ for getting more recruits every time and so on and so on, that would be illegal and very stupid for the Navy to do. You can go to any Navy recruiting center and more than likely recruits don't get have to pay money to get into the navy and recruits don't get money from other recruits if they talk them into joining the navy.
 
My understanding is they get special bonuses if they recruit females.

So they are paid for recruiting.

And if they don't recruit they have to get a different job and someone else gets to replace them.

If anyone is considering military service and a recruiter tells you something make sure you get it in writing.
