For Fantasy5, I just tested the system I've been riggin...the 23 number playfield had the 5 draw numbers...however, had I played a 2if2 wheel test scenario, I'd have matched 3 twice and only broke even. so I guess it'd be better to boil down the playfield further.
16 to 20 numbers would probably be best. let's see, yup I'd still have had 4 draw numbers in my 13 to 20 number playfield...that'd result in 2if2 wheel of 10-21 picks. not bad.
let's see, if I wheeled my 14 top numbers, I'd have 4 of the draw numbers in my pool...however, the ten 2if2 picks only matched 2 six times, and 3 one time. so I'd be ahead $5+6 free replays. even with a wheel & the right numbers, ya still need luck for the numbers to fall into the right pick!
