Ball1(The first ball) was 15 in last draw, if next time Ball1 is over15,such as Ball is 17, I say Ball1 "up", if Ball1 is lower than 15,such as 12, I say Ball1 "down".

Ball4 was 36 in last draw, if next time Ball4 still is 36, I say Ball4 "unchanged".

I do not know exactly what you mean by Maximum Range but for all 2004 draws, you get all least 66.7% of the results with the following numbers:
Ball 1 from 1 to 9, Ball 2 from 5 to 19, Ball 3 from 13 to 29, Ball 4 from 23 to 39, Ball 5 from 32 to 45, Ball 6 from 42 to 49.

If you want to cover 85% of the draws, then the ranges are:
Ball 1 from 1 to 13, Ball 2 from 3 to 24, Ball 3 from 10 to 34, Ball 4 from 18 to 41, Ball 5 from 27 to 46, Ball 6 from 38 to 49.

And with the range you give, the percentage of the draws varies quite a bit and are respectively:
Ball 1 (1 - 11): 79.1%, Ball 2 (8 - 20): 58.4%, Ball 3 (17- 33): 63.8%, Ball 4 (24 - 36): 56.5%, Ball 5 (34 - 42): 45.6%, Ball 6 (40 - 46): 45.2%.

I think it is more important to know what are the actual ranges for each position than try to guest if it will go up, down or unchanged from the last draw.

mehod of three steps to analyze lotto

I take three steps to analyze lotto: directions,ranges and positions, they are relative with each other, here I just gave directions and maximum range judge, actually I still analyze the positions to every ball, it is not that method of top 20 numbers which you see from lottotutor.com,although I also provide top 20 numbers,but that every ball has it's own numbers is some kind of diffrent method. For example:

Ball1:6,7,8,10,
Ball2:13,19,20,21,
Ball3:22,23,29,31,32,33,
......

This method gives more details than 20 numbers, it's advantage is that you can select more numbers, but it's numbers of combinations may be less than 20 numbers .

You are right, range is more important, but direction is helpful for you to analyze range. direction analysis is a basis.
