The payout percentage for 6/49 used to be around 50% because of the minimum guaranteed jackpots of $2 million, $5M then 10 million. The new $2 6/49 has not only removed the guaranteed jackpots but lowered the payout percentage by 3% to 47%. This means they get to pocket over $30 million more per year instead of giving it back to you in prizes.
I guess they need that much money to pay so many employees over $100,000 a year. 
By the way, tonight's jackpot would have been well over $29 million except for the little-known fact that the Interprovincial Lottery Corporation is diverting money away from the jackpot. Players have been forced to pay twice as much for a ticket suppossedly to get humongous jackpots, but instead when the jackpot exceeds $25 million, more of the prize money is allocated to secondary levels.
In the US, Powerball will not alter its prize allocation unless the jackpot exceeds U$315 million!
