Hello, the objective is to register pairs of pick 3, it is not necessary to do it with this instruction, you can add other resources or improve without any problems, whoever has other ideas, can do it as you wish

I needed a bit of practice as I've not done a spreadsheet for months. I get eyestrain if I spend too long doing this.
I've tried to stick to the suggestions on the spreadsheet, even though some of the criteria dont make sense to me. Such as Low pair where at least one of them is even, or high pair where at least one of them is even. Seems a bit random to me.
Some of the suggested Excel formulas on the sheet did not work either and had to have their syntax altered to make them work.
This is what I've come up with, hope its something like you imagined.

I taught myself Excel whist working shifts, as a hobby. I don’t think having a job is an excuse for not bothering to learn a programming language. People go to night school and still have a job!
