Yes, this is true... ...however, I'd say someone dressed in a Santa suit is not concidered a stranger in the eyes of a child if you are looking at loop-holes here. How do you explain to a child a potential danger and keep the story of Santa together
? Since there is nothing to stop anyone to dress up like that to harm a child. There many more risks and hazzards these days to even spoil visiting Santa. The one sitting in the big chair is not likely to be the problem... ...how about someone who looks off duty and is really stalking at the mall? This is where the danger lies.
This is an awful thing even to think or read... ...the point is to be prepared for that danger
