Your suggestion has some merit but I am not sure it would generate more sales and might even be less interesting.
Let's take for example the last draw where the total payout to winners was $6,550,,000 (Note: all amounts are rounded for easier understanding).
The first thing you have to take into account is that changing the prize structure will not affect the amount given back to winners. The governments take about 47% of sales and this will not change.
Out of the $6,550,000, nearly 67% went to winners with 6 and 5+B winning numbers and 33% to 5, 4, 3 and 2+B winning numbers.
Now lets say the amount given to this last category of winners (5, 4, 3 and 2+B winning numbers) is doubled. So this would give about $5000. for 5 winning numbers still not a big amount by any means. There were 96 winning tickets in this category.
What would happen to the jackpot. It would be reduced to about $2,000,000 if the amount for 5+B winners is left unchanged (about $300,000). Yes, it is a very interesting amount if you win and you are the only one with the 6 winning numbers.
But in many cases, there are multiple winners and many people also buy tickets in groups (at work, family, friends, etc.). So let's say there are two winning tickets and one of them was purchased by a group of 10 people. This would give each of person in this group about $10,000, so forget about the Bye Bye Boss routine.
You have to remember that the lottery is a disguised tax and that people buy tickets dreaming of a big payout. Not that many people buy lottery tickets in the hope of winning $5000 (the odds are against you). So doubling the prizes may have an adverse effect: groups would buy less tickets, then the amount given back would be lower which would make it less attractive to buy tickets and so on ...
If you would be very happy winning $20 for 3 winning numbers, I would suggest another alternative: stop buying tickets altogether and you will come out ahead. But the idea behind buying tickets is winning big, very big. At least, these are my ideas on this subject.
