Why not ask OLGC directly for the information about the winners? I don't know if you live in the TO area but you could probably go to their information desk and discuss what you want to know with them. They would probably try to oblige to the best of their ability. (At least I think so....anybody had a first hand experience with this who might know differently?)
Or if you don't live close to TO, why not either phone (most people have phone plans) or write them a letter. (You might need help with communicating your request... not a criticism here, just a helpful hint....). Just say that you are curious about who won and that you understand that it is a matter of public record.
The OLGC could give you a list of winners most likely, but there may be some there may be some winners who have asked,
stated strongly, that for personal reasons, some of which may be quite valid, that they don't want to be advertised to the world as having been a winner. For example, perhaps a single mom on the run from her wife-battering ex-spouse. There are people who need to remain anonymous for their own safety. Or people who are just paranoid (with good reason) that if other people find out they've just won a big jackpot, there will be no end of close and distant relatives, "friends, or "business partners", etc, who want, who expect, a piece of the action (i.e. money handouts). It's amazing how inventively manipulative or even dangerous other people can become if they think they are "owed".
The reason why they only put up a limited number of pictures and names of winners is that they don't put all the winner's pictures and names for two reasons primarily:
First, they are only showing a sample of winners for their own public relations and advertising reasons, as in Joe Citizen, or Jane Public, a person just like you, won, so you could too...
Or so they want you to believe.
Second, I suspect that there are some who have persuaded the OLGC officials that for personal or safety reasons, they really would prefer that their name and picture was not posted to the world, and the OLGC understands that given the sensitive and potentially legalistic nature of giving out this information to the world has said, OK, it's on our records, but we will not post your picture/name, and only if legally required will we release this information.
As for the time delay, there could be a legal reason for this also. The OLGC may want to ensure that the winner is the only winner of that jackpot and that no one else will come forward to contest that winner's entitlement. Plus there is the length of time to get this type of public relations/advertisting job done and they are in no particular hurry...
And, one more thing-as I said before, there are
not that many jackpot winners, so they don't have a large number of people to post on their site as having been winners... because there are not many winners to show.....
