this is an answer to my question from wclc. my question was something like ...is pick 3 a game where balls are drawn from a machine or is it a computer. and if it is a computer, does the draw take into account the combinations that have been purchased???
answer is....
Thank you for your follow-up email.
PICK 3 draws are conducted in Winnipeg by WCLC using a stand-alone computerized draws system. This system that has been verified as random by two independent testing labs and is not connected to any other system. An external auditor and security personnel attend at all draws to ensure they are conducted in accordance with the approved procedures, and all draws are videotaped for security purposes. A more detailed explanation of how the regional draws are made can be found on our website at http://www.wclc.com/FAQ/#draws.
Further to your inquiry, Ticket Terminals and draw machines are completely separate systems, and there is no desire on the part of the lottery to know before a draw which Selections have been sold. This would threaten the very integrity and randomness of the draws.
Thanks again.

Q: How do the draws for regional games like WESTERN 649 work?
A: Draws for WCLC’s regional games – WESTERN 649, EXTRA, PICK 3 and PAYDAY - are done on stand-alone computerized draw machines, and stringent controls and security measures are in place for each regional game draw.
Two computerized draw machines are available for each draw, and they are located in a secure location that is monitored by video surveillance 24 hours a day. An external auditor, who oversees the draw, selects which draw machine is to be used for any given draw. Security personnel attend each draw, and all draws are videotaped using an automated time-date stamp.
The computerized draw machines' Random Number Generators were initially tested by two independent laboratories to ensure the randomness of their number selection. Draw software was also tested independently and certified as accurate. Independent testing of randomness and software continues from time to time, and it is mandatory when regional games are added or removed, or significant changes are made to existing games.
i gotta hand it to them though they answered any questions i had(including past numbers since inception) very quickly ( and nicely too). at least these guys have some customer courtesy which is more than i can say for most large corporations(and especially employees of)
