Just as a wild thought, You might be able to develop something with the Cover Master wheel builder (avialable for free)at:
http://www.sianotts.demon.co.uk/
It will allow a pool of 70 numbers but only up to 7 picks. Maybe there is something to be found by using a pool of 70 with 4 wheels of 5 numbers each?
