im new here! i want to play pick3 or pick4 does anyone here could share software?

Welcome pelotto, this forum has plenty of tips for pick3/pick4. Simply usin a spreadsheet is better than some software package in my opinion.

Also my website has some free online webapps to help people make picks...random, unmatched random, wheeling digit combinations to guarantee at least boxing a win if the draw digits are in your pool of 4, 5 or 6 digits.
