It appears to be the results of a 38 number wheel - pick 7 of 20 and hit at least 5 of the 7 with 38 bets.

Couple of comments - without formatting in a monospace font and allowing the inclusion of whitespace it just looks like a bunch of random numbers. And there are numbers missing in the third set.

Inserting leading zeroes and using a monospace font the vertically-aligned wheel looks like this:
