lucky strike I am totally new to the board so forgive me if you have already explained this but my question is how do you come up with these numbers?

lucky strike may or may not respond to your question. I don't know about his methods of why choose those numbers.
My guess about these numbers is - 12 has hit a lot in past 40 - 50 games and neighbours 13. 13 hit last draw after a period of being quiet. I have no idea why 31 other than some speculate that law of reverse numbers sometimes works. Therefore 13 last draw - 31 maybe this. Also 31 seems to skip of late about every 20 draws and is just about due (maybe) to hit again. 31 hit in Ont 649 last draw so some might take that as a sign that it's been "announced".
Other than that - take with a hunk of salt. Nobody really knows.
