Unfortunately, the overall payout percentage for the SC Palmetto 5 without the PowerUp option is 45.91% - lower that that of the ordinary Pick3/Pick 4 percentages.

Well, there is nothing with overall payments. Overall payments are same as overall odds regarding a certain prize. You will not find any official game around that will return 95%, for example, in prizes… Speaking about that Cash5, among other prizes it seems there are $300 for 4/5 and $100000 for 5/5 while $1 tickets, and that fact speaks for itself… I’m not sure if you will find many that good odds/prizes ratios ….and that frequent $100000 winners...
