Seems Illinois has been handing out IOUs since JULY to their big lottery winners and now have capped the payouts to the $600 level on payments.

It's not that they don't have the money... they do...
There's just nobody officially authorized to cut the checks...

It's just now making the national news?
Guess nobody listens when Winners complain...

Imagine winning $250,000 and then not being able to collect. Arrrrgh!

I'm not sure why the lottery funds have anything to do with whether or not a state budget is in place. IMO, that is not state money -- it is the players' money waiting to be redistributed from the losers to the winners.
