In the USA, it doesn't matter. When you win you go to the nearest lottery seller (in my case) a gas station or a grocery store that sells the tickets or coupons. Any thing under $599.00 is cash in hand and out the door. We (in the USA) sign for nothing, just present the winning ticket; have it verified and it's yours! Any money that is $600.00 dollars and up has to be signed for at a regional office.
Hope this helps....

In ontario, (and most of canada) none of your winnings are taxed. In ontario, you can collect upto $300 from ANY retailer, upto $990 from any race track or authorized retailers. $991 to $250,000 can be dropped off at many locations across ontario (mostly charity cansinos or tracks)... which would be forwarded to toront prize office and then a cheque would be mailed out. $50,000 and up will make a presentation and photo a neccessity. And anything over $250,000 MUST be picked up at the toronto prize office downtown, and nothing is taxed.

In october I won $9472.30 on proline, I didn't get a photo taken, just asked for driver's license, verified info, and I walked out with a colorful cheque. Took all of 2 minutes? No one was in line at 9am lol....

I dont think they would withhold funds to anyone...
