Highest Rate of Return in Wheeling

Has anybody achieved a consistent more than 25% or better rate of return in wheeling? Years ago when the lottery's were $1 and there was more prize money in the lower winnings prize category it seemed it was possible to develope a wheel system that might pay for itself, or at least 50% of the ticket costs. Best I've ever come up with lately is a return of approx 12%
