Hi, LT:
I know the site and asked for my questions to them three days ago. Their answer is below:
"Thank you for contacting theLotter.com - the Global Lottery Service.
You can play any of the Lotteries through our site with no significance to your location of residence.
We operate on behalf of our customers, providing them with all the services regarding participation in official lotteries, starting with purchasing the tickets from licensed retailers
up to collecting the winnings and transferring them to the client's account.
Our representatives at all locations of official lotteries offered on the site purchase the tickets from licensed retailers only.
The actual lottery ticker remains at all times with our local representatives.
The representatives' work is monitored by our accounting company, as part of Lloyds of London's insurance policy.
When you win, we shall transfer your entire prize money received from the official lottery organization to you, after federal and local tax deduction, if applicable.
If there is any legal obligation to report the prize money or pay any other tax according to the laws of the country where you live or pay taxes, such reporting is of your responsibility.
We hope you find this information useful and satisfactory.

Then, I sent my new e-mail to them for my worry from their answer:
"Thanks for your sincere answer to my question! However, I still don't understand the meaning of the sentence in your E-mail: " If there is any legal obligation to report the prize money ... according to the laws of the country where you live ..., such reporting is of your responsibility." Could you give me further interpretation by some examples? In other words, do you think what's the possible Legal obligation to report my prize money by the laws of the U.S.A. (or NY,) where I live if I win on your TheLotter.com in the future? Thanks."
But I have not yet received any feedback from the site until now? I'm still afraid that this is scam too.
Best,
