What ?? I don’t do wheels therefore I don’t understand what you want. You want to guarantee match 7 from 15 numbers ? Get any 7 of your 15 correct and guarantee match 7?
Surely that’s a full wheel of 6435 lines?

the lines have 15 numbers
example= 02 05 06 09 10 12 15 16 17 18 20 21 23 24 25
must have the guarantee of 7 among the 25,
