California's lottery laws would have to be changed to make any guaranteed payout a reality since it is currently mandated that all lottery payouts must be pari-mutuel. If you go back to the linked site, it reads that, below the jackpot value, all payouts are pari-mutuel. The lower payouts are simply a projection based on current play.

anyway, I'd like to play 6/49...Fantasy5 is only somewhat exciting when the pot gets up above $200k.
